English Language Requirement

I have recieved the decision to my spouse visa application, I applied on the 10/2012.

My application was refused on the following reasons

English Language Requirement

"You have submitted an ESOL Entry Level certificate in both Speaking and Listing from City and Guilds dated 05/2012 and 06/2012 from test centre xxxxxx as evidense of your english langauge proficiency. However, I am not satisfied that the documents which you have submitted demonstrate that you have passed an English langauge test in speaking and listing at a minimum of level A1 of the Common European Framework of Reference for Langaues. Investigations have confirmed that the documents which you have submitted do not reliably demonstrate that you have passed the stated qualification. I therefore refuse for application under paragrapgh EC-P.1.1(d) of appendix FM of the immigration rules."

I am seeking to understand what this actualy means.
Are they saying the certificates are not valid, or not accepting the centre, or not accepting City and Guilds.

I did supply the follow with my application

City & Guilds Certificate in
Entry Level Certificate in ESOL international(Spoken)
(Preliminary A1)

City & Guilds Certificate in
Entry Level Cerificate in ESOL international (reading, writing and listening)
(Priliminary A1)

MYy questions is are these certificates in them selves not sufficent to satisfy the requirent. I only gave in these certificate. When vfs collected my documents they did specificy that the noticication sheet should also be included in the applcation.

The ‘International Speaking and Listening IESOL Diploma at A1 level’
is made up of the A1 level ISESOL and IESOL Listening(A1) qualifications

The IESOL Listening (A1) certificate together with the ISESOL certificate at A1 level can be accepted instead of
the International Speaking and Listening IESOL Diploma at A1 level certificate

City & Guilds International ESOL (IESOL) Diploma

Minimum grade required
Listening: ‘Pass’
Speaking: ‘Pass’

Note:
The grade for the ‘Listening’ skill is shown on the IESOL notification of candidate results sheet.



Does this mean in order to meet the language requirement this notification sheet is required. Did my application get refused because I did not include the notification sheet. I am starting to think maybe so because the both the listing and speaking elements are indicated on this sheet whereas on the certificate it just notes a pass for the overall IESOL.

Or is the refuasl because to do with the suspension of the City and Guilds in Bnagladesh. Please note the certificates were issued before the suspension.

The processing problems with the City & Guilds English language certificates issued in Bangladesh are resolved and these certificates are now accepted in support of your visa application.

24 April 2013 Processing problems with the City & Guilds certificates in Bangladesh

Due to processing problems the City & Guilds English language certificates issued in Bangladesh are temporarily not accepted, in support of your visa applications.


Maybe this has nothing to do with it.
