Applications Under FINANCIAL EXEMPT Rules DLA SPOUSE VISA ?

I have a friend who is on a lower rate of disability, she has been advised that she can apply for spousal visa
under these new rules but her earnings needs to show £133.80 plus rent plus council tax per week.
Are there any success stories on these forums, anyone would like to share their timeline here please.
