Family visa for my cousin?

Hi,

I am looking for advice regarding https://www.gov.uk/join-family-in-uk/eligibility or any other better routes. Basically, he is my grandmothers' daughters' son and he wants to come to the UK to look after my grandmother (My grandmother has lived in the UK since 1990s ). Is it best to process his application through this route?
