Queries on UK General Visitor Visa

Hi All,
My parents UK General Tourist Visa application was rejected due to insufficient evidence of financial and personal circumstances in the month of July 2014.

I would like to re-apply for the Visa again and have following queries -

> Based on the visa rejection, do we need to fill in Yes or No for the question - "Have you made an application to the Home Office to remain in the UK in the last 10 years?". Please clarify.
> My visa is valid till 1st May 2015 and I am planning to reapply for parents Visa in the month of December so am I eligible for General Visitor Visa (6 months) category? Please clarify.
> If I mention in application form that my parents are planning to stay in UK for 4 months, will they get a 4 month visa or will they get a General Visitor Visa valid upto 6 months? Please clarify.
