English Language Requirement for under 18 dependent

Can somebody tell me if my 17 year old step daughter in Thailand who is applying for a visa to join me and her Mother in the UK (VAF4A) would be exempt from the English Language Requirement?

I'm thinking she is because she is under 18 but I need confirmation.

There isn't any English Language requirement (1.2) for children under Appendix FM or Part 8.
