entry clearence from a country other than home country

Hi
My friend is working in the UK under workpermit & her child born in the UK but she hasnt registered with the homeoffice. She happened to visit australia with her child & found that she should have registered/ get clearence from HO before she left the UK for holiday.

Now she is trying to get entry clearence for her child from Autralia & embassy in canberra asked her to get the clearence from the home country [which isnt australia.]

Has anybody had simliar problem? Is there any suggestion on what to do in this situation?
