Elderly disabled relative (dad) visa category

So my dad fits the criteria

He has had a stroke.He is a widow. I am his only relative (daughter) and am able to financially support him without recourse to public funds. His health condition is stable and he has BUPA insurance that will work in UK.

The thing that I can't prove is that he wont get the same level of care in his resident non-EU country. I can pay for nursing care there but he won't get the same level of care that he would just staying with me i.e. family care. The constant stress of travelling to visit him and checking that he is ok is getting to me.

I am British citizen by birth and my father had a permanent residency which he didn't keep up.

Any suggestions apart from emigrating to another EU country?

To add he doesn't speak the main language of the country properly and the person taking care who speaks the language is going to leave. It is not possible to hire someone with these particular language skills in his current country of residence where he has been for 22 years. It so happens that the stroke has impaired his language ability slightly.
