UK earning £17200 can overseas spouse salary be combined

Writing on behalf of my colleague.
She is a qualified teacher has earned £17200 on supply this year. She wants to sponsor overseas spouse, who is earning through salaried employment abroad.
Can they combine her £17200 and his salary to meet the financial requirement of £18600?
