UK Dependent visa for wife of UK citizen

I am UK citizen. I got married out of the UK. Can I apply for the dependent visa for my wife from the UK. What are the requirements?

It looks like I can not apply the visa from the UK. So My wife has to apply for this visa from abroad.
I have some more questions.

1. Do I have to show certain amount in my bank account for some months?
2. What are the accommodation requirements in the UK?
3. What are the list of documents for the visa application?
