Switching from Tier 2 to spouse visa

Hi all,
I am currently in a Tier 2 general visa and I looking to switch to spouse visa for more stability. I have a couple of questions regarding the process:
1- Will I have to repay the NHS health charge again in addition to the visa fees noting that I paid it already for 2.5 years (1.5 remaining) while applying to Tier 2 ?
2- Is there any way where I can keep my passport with me during the application? I don't want to stuck waiting for the 8 weeks possible processing time as I am not considering the premium service as an option.

2- Is there any way where I can keep my passport with me during the application? I don't want to stuck waiting for the 8 weeks possible processing time as I am not considering the premium service as an option. Your only option if you want to keep your passport is to apply through the PSC.

Won't this lead to a reset of the 5 year period needed for ILR?
