Hi,
I am not a legacy case, but when post-appeal I was asked to submit my passport and photos, they needed to be certified. However, their next letter requesting my kids photos says nothing about certification.
I was advised by the fellow forum member that it's better to certify photographs to be on the safe side. It may cost you a bit but you wouldn't want the HO come back to you in a couple of months asking for certified photos.
