Spouse visa issued from abroad but no BRP

This question is regarding my sister:

She was issued UK Spouse visa in January 2025 and entered UK in February 2025. She was given 3 months entry visa. Her approval letter say visa issued valid till 1
Oct 2027.

Does she need to create UK E Visa account and link her passport before travelling abroad?

Yes.
Did she not receive any advice or instruction on how to set up eVisa?
