Help Required writing covering letter for parental route 1st applicatio

Hello, I am in a desperate situation and would appreciate your help.
I am an over stayer since 2014, my wife just got her ILR a couple of months ago and my 2 years old child's MN1 application in process. I want to send my application now but unfortunately our financial situation got deteriorated recently we got some investment so can't apply for fee waiver but can't meet financial requirements and since i don't have any ID on me and my embassy would not make a new passport unless i a valid visa, can't take IELTS test. My wife owns house which is big enough for us to live. Can someone please help me write a covering letter and add some case laws or reference of specific law so i can present my application in well presented manner. I know i should be going to lawyer but it is just current financial condition thats forcing me to ask you guy and would appreciate any help
