Sponsorship Undertaking Form SUO7-Unmarried Partner Visa

Would anyone be able to advise whether am not sure the Sponsorship Undertaking Form SU07 is required for sponsoring my partner for an unmarried partner visa, I looked at the VAF form and it says:

Applications from parents, grandparents and other dependant relatives under Rule 317 of the Immigration Rules must be accompanied by a signed undertaking from the sponsor.

Is this only for people who cannot support themselves and therefore all that is needed from me is a letter to say that i will provide sponsorship rather than this official document, which i add I would have no problem completing if it is appropriate to do so.

Unmarried partners do not fall under 317.
