Can only British Citizens be co-sponsors for partner Visa?

My parents are retired whereas my partners (the applicant for the unmarried partner visa) are still working. Can they act as co-sponsor if they are non-eea, my parents have provided us with accommodation but their pensions are just ordinary and may struggle to support us financially.
