which Application form to use for my wife visa

which Application form to use for my wife visa

Dear Sir/ Madam,
Please kindly advice me as to which Application form to use for my wife visa, as our case is as follows;
My wife come and lived with me in Stockport/UK on a two years spouse visa, (in this two years we had a daughter 1.5 years old) and she passed life in the uk test
Then wife went to visit her sick mother in Baghdad/ Iraq, two weeks before her visa expires (expired on 23/06/11) now my wife and my daughter (daughter have a British Passport) still in Baghdad/Iraq and I am trying desperately to get visa to my wife to join me in UK again, but we don't know which application form to fill/use, Please kindly inform me as to which form is the correct form to use, is it;
SET(M) form for settlement visa, but a note on this form saying that wife must be in UK? or is it
VAF4A form, which is to request visa for my wife again (two year visa) from the beginning?
Please kindly assist us in this hard and difficult scenarios, as my wife a waiting desperately for me to get her and my daughter back to UK.
I am kindly a waiting your helpful reply.
P.s: wife and daughter have to travel to British Embassy in Jordon to get the the Visa (this is the only way as there are no Embassy in Baghdad).

She will need to apply again for a settlement visa using VAF4A. You will need to send her all of the relevant evidence. The problem is that the KOL is not accepted for the English language requirement in this category; it's only used for settlement (Indefinite Leave to Enter/Remain) applications rather than view-to-settlement (Limited Leave to Enter/Remain) applications. She will have to pass a test from an approved provider of English tests for entry clearance leading to settlement.
