Environmental Certificate as a proof of accomodation

Hello All, I would be grateful if anyone can kindly reply saying how important it is to provide Environmental Certificate (provided by local council) as a proof of habitable accommodation available in case of a spouse settlement visa?
Just to provide a background of my case, I am a British National and my spouse is applying for a settlement visa from outside UK. I provided my Tenancy Agreement for last two years (same address) and also providing bank statements having sufficient funds in excess of £5000 in both current and savings account.
Now my question is do I still need to provide this Certificate issued by local council ? Will my wife's application have less chance of success without this? All replies much appreciated, many thanks!
