UK Spouse Visa English language Requirement

if person is graduate and having Degree in social science bsc 4 year programme (Islamabad Pakistan) requires IELTS OR any other English test to apply for UK spouse visa ?

Can person attach degree documents as English Language requirement.

Second Question can partner Directly apply spouse visa from UK or have to apply from Home Country as marriage took place in Pakistan.

Please Suggestion is required.

To use a foreign degree, you need UK NARIC UKVI red route, English assessment and Comparable degree assessment, costs about £150, same price as the 10-20 minute English test.

Second Question can partner Directly apply spouse visa from UK or have to apply from Home Country as marriage took place in Pakistan.

Applicant has to apply from home country.
