You're confusing the fees for an Adult Dependent visa. The visa fee for a Spouse Settlement visa is currently £1,523 + £1,200 NHS surcharge = £2723. The visa fee for a Spouse Settlement visa is not £1700, it's £1523 as I posted earlier. No, tax isn't charged on visa fees.
