No. There hasn't been any change being made towards any visa category rather it seems like an ultimatum or a reminder to especially future EU nationals as how the new points based immigration system will work after 31st December. Under present plans the future EU nationals will also have to earn points to gain the appropriate visa. Because of that there might be few changes take place in future for none-eu nationals too for which they are always be mentally ready and now became used to of it.
