Withdrawal of Fee Waiver application

if someone withdrawal his fee waiver application himself does he still has 10 days to make his application to Home Office or he will considered as over stayer?

Dear how long you waiting for fee waiver,
I think you need call them or make cover letter

wanted to withdraw application for some other reasons .will it effect anyway to the applicant
