European Family member

I am Switzerland citizen and living in UK last 12 years with ILR permit. My wife is recently got British Citizen. I recently invite my wife’s dad as a tourist and now he is staying with us. He is Sri Lankan citizen, and his wife is past a way two years back. My father in-law has two children including my wife, both are living in UK and he does not have any one back in Sri Lanka. He is 86 years old
I have deposited some money in fixed deposit in both of our name back in Sri Lanka and he is getting the interest from it. This will show as a proof he is depending on us.
Can I apply settlement visa or any other visa by using my Switzerland Citizen, means by using the European family member? Kindly advice me
