Can my cousin who is an Australian permanent resident in Australia sponsor me under the sublass 176 visa?

Sponsorship for these visas is by the regional government. The government decides which skills are most needed and will endorse a skilled immigrant that can meet those needs.

The federal government can also sponsor in some cases, and businesses can also "sponsor," but they are doing so already with the job offer.

Your questions seems to imply a personal sponsorship .. which is not the meaning of the term in regards to the skilled immigration stream for Oz.
