Enquiry Skilled Regional Visa Sponsor(Sub-Class 457)

I wanted to apply under Skilled Regional Visa Sponsor(Sub-Class 457)but got few questions to asked.

1)How long does the sponsor who is my brother need to stay in regional areas before he allows to sponsor myself.

2)My brother is living in Karlgorlie,WA and do I required to live in the same area with my brother or do I allowed to stay other regional area in Western Australia or other Australia State which consider regional area?

3)Lastly,how long does the processing time will take and my occupation is under MODL.I living in Assesement Level 1 Zone country.
