My step brother and his Mum..family or general visitor visa?

Hi everyone,
I am planning to invite my step brother and his Mum to my wedding, which visitor application shall I use?
- Step brother (we share the same father) - family visitor or general visitor?
-His mother (not married to my father) - family visitor or general visitor?
Please advise.
