EEA permit in EU for a spouse of British National.

im British national and my spouse is non EEA national.
we cant apply for a spouse visa due to minimum income rules i.e.18600.
Now we are planing to go into EU as i will be British citizen and my spouse will be on Schenghen visa.
could you please any one guide us that in which EU country my spouse (on schenghen visa) can get EEA permit quickly.in Spain we can get it but takes long to be issue.
any suggestions or experience please share with us.

there is no quick fix i am afraid eu law say card should be issued in 6 months ,if all the requirements are fulfilled according to directives.

and if you planing back to use singh route than more time you spend there is better.
