This is from the NIdirect.gov.uk website:
From 1 April 2014, EEA jobseekers will not be able to claim Housing Benefit (if you are already receiving income based Jobseekers Allowance and Housing Benefit this will not apply to you).

As you are not a jobseeker you should go back to them and query their decision. They're incorrect that no EEA members are able to claim Housing Benefit. Amber, a fellow moderator on the forum has far more knowledge than I do on claiming benefits.

Going by the length of time you've been here, as long as you meet all of the standard requirements you qualify for apply for British Citizenship
(Casa, not CR001)
Please don't send me PMs asking for immigration advice on posts that are on the open forum. If I haven't responded there, it's because I don't have the answer. I'm a moderator, not a legal professional.

I am not an expert in area of benefit, like Amber, but i can say with confidence, that those rules were not designed to apply to workers within the meaning of EU law, or those with right of permanent Residence under EU law.

The decision is clearly flawed and you should seek a review.

Moreover, you're a PR not a job-seeker I suggest you get a PR document to prove you're settled and avoid further issues.

If you were a PR when the child was born (in the UK), the child would be British under section 1(1)(b) BNA 1981.

Yes, that should have been submitted with the application.
