Son via EEA Route

Hello good people of the from, please can you help advice me and what to do in other to find solution to my problem, my wife an EU citizen and l an non EU citizen both of us have PR in UK, and we are planning to bring my son who is 27years old to join us in UK. My EU wife is not the mother of son, both we both agreed to bring him to UK. The problem we are having is that we don’t know which route to follow FP or Dependent.

Hello good people of the from, please can you help advice me on what to do in other to find solution to my problem, my wife an EU citizen and i an non EU citizen both of us have PR in UK, and we plann to bring my son who is 28years old to join us in UK. My EU wife is not the mother of this boy, both we both agreed to bring him to UK. The problem we are having is that he has been refused this visa to come to UK. He fill the EEA family permit as my dependent, he was refused on the ground that
1. that no photo of both of us together
2.The money transfer does not show father name
3. No medical records
4. while fill family permit form when is coming for visiting.
I don't know what next to do, my son have 7 month money transfer receipts that shows my name but the officer asked to 2 to 3 years bank statement but that show an agency name that I was using them, he as my photo but no one take together as per medical records are they looking for DNA or what should I appeal or wait for sometime month and try again.
if I invite him for visit can I fill EEA form in UK for him as my dependent while in UK.
