EEA 3 and 4 Self Sufficent with CSI

Hi there,

I am currently on EEA2. My permit will expire in Jan 2019. I have been offered for PhD program and my wife plans to enroll herself at the same University as well. She holds EEA1.

My question is,

1. As student are required to have CSI, If we both get CSI during our study period ( let say 4 years approx ) and maintain 3k+/- in the joint bank account throughout the time. Would UKBA accept this as self sufficient.

2. I have been quoted 103.15/p.m from freedom medical insurance for both of us with 0 excess, as they guarantee UKBA will accept with no issues. Is this fair amount or people with CSI had lower price accepted by HO.

3. We will be staying at university or sharing accomodation so there will be no specific tenant agreement, council tax, water, gas and electricity. What other documents we can sent apart from CSI and bank documents for self sufficent route.
