Naturalisation & Bailliff for PCN Tickets

Hello Everyone,

I need some advise and I would appreciate if someone reply me ASAP please.

I would like to know if i need to declare the below parking PCN scenario?

I did receive some letters from bailiff in December 2013 stated that I owe them 700 pounds as I did not pay my penalty to Ealing council for two parking tickets sometime in June 2012.I did contact to Ealing council and explained them that they have been sending all paper work to my old address so therefore they should waive all the charges and send me new (pcn) to my new address but they refused and advised me to contact TEC which i did and filled a N244 form and challenged the ealing council decision to the court .I did attend the court in Hounslow no one even bothered to attaed court from ealing council, long story short Judge ordered the Ealing council that they should stop the bailiff and re-issue the ticket and give me rights to challenge the original ticket on the basis that I moved house and didnt receive any ticket or paper work from ealing council. I did not challenge the original ticket as I did park on loading bay at 9:30pm as i wasn’t aware that time so I paid original ticket fee to Ealing which was around 60 pounds something (both tickets fined paid 120 pounds). Everything was sorted in May 2014.

Also in 2010 I had a bailiff at my home again due to house move and didn't receive pcn from hounslow council and Hounslow forward it to bailiff. I paid the bailiff 450 pounds and clear all the charges.
Now my question is that in 2010 I paid all the charges to Bailiff company and 2nd time in 2013 December I went to court and challenged the bailiff and FOUND NOT GUILTY. Do I need to mention both bailiff cases ( both were pcn parking related ) in my application?

I am due to apply and my appointment with NCS is on 10th April. Kindly someone please advise

Personally I would mention all PCN's, just to be on safe side.

I dont remember all the PCNS i had in last 11 years apart from these 2 as bailiff was involved and these are most rececnt. But i do remember that in last 11 years i did have 4-5 PCNS but dont remeber date or year or location.

Also please advise should i put all the information what ever i mnetioned here in detailed.

Seniors can tell you better, but since you attended the court then page 11 of this link tells it might be considered as conviction, personally I'd wait three years before applying. But I will look for other replies here as well.

Yes i TOOK them to the court and i was not convicted ( NOT FOUND GUILTY) and as per page 11 ( see attchment)

Page 11 Under good Character requirement.
The decision maker will not consider these unless the person has:
a. failed to pay and there were criminal proceedings as a result; or
b. received numerous fixed penalty notices which would suggest a pattern of behaviour that calls into question their character.
Where a fixed penalty notice or fiscal fine has been referred to a court due to non- payment or the notice has been unsuccessfully challenged by the person in court, the decision maker will consider this as a conviction and assessed in line with the new sentence imposed.

I am still confused as I dont get how they can see my scenario as a conviction? isnt conviction mean if i found guilty?

So long as a CCJ wasn't given then you should be ok.

Can you please confirm that Bailiff is part of CCJ? When Ealing council sent me PCN which I didn't received case forward to Northampton county court and den forward to Bailliff and bailiff den sent me letter at my new address and I challenged them I took them to the court on the basis that I didn't receive any PCN and judge ordered them to remove bailiff and extra extracharges (fine) from PCN and give me rights to challenge the original PCN which I didn't and pay original penalty . I am sorry I am not sure if before bailiff anything counts it as a CCJ?
In 2013 I had three PCN and in 2014 and 2015 I don't have any. I am more worried about the Bailliff side as Bailiff if that effect my case
