Applying ILE for My Child - Public Funds

I have got PR in August 2005 and since then I am claiming Child Benefit for my elder son.
My wife and my elder son are now in India as we are expecting our next child within 2 weeks time.

Since they both moved to India in Nov'07, I stopped claiming child benefit for my son form the day he left to India (As he is going to be in abroad for good number of months).

Now I would be applying ILE for the new born baby. I have looked at the Settlement Form(VAF4-10Dec07,0.pdf).

Does your sponsor receive any money from public funds.

Technically I can say "No" to this question, as I am not claiming CHB at present. But, when I attach my bank statements for the last six months they will come to know that I was caliming CHB.

I would like to get the forum members opinion on what to answer for this question.

Please help.
