UK HSMP holder applying for US visit Visa

Hi, Can any one please suggest. I hold a UK Hsmp and contracted to NHS as an IT Consultant. I want to visit US for 15 days to meet my sister.

I wanted to know if it would be helpful if my sister who is in the US sends a letter signed before a solicitor there that states that I will be visiting them and will come back to the UK after the stated time?

I was refused a visa previoulsy on a H1B category, now that I am settled in the UK what would be best to show that I will be back in the UK?

Thanks for any advice given.
