EEA2 renewal date in Jan 2019

Hello there.

Wife: Norwegian National, EEA1 permit, Issue on Jan 2014 with not renewal date
Me: Pakistani National, EEA2 permit, Issue on Jan 2014 with renewal date 11 Jan 2019

I got the EEA2 based on self-sufficient CSI basis in Jan 2014. Me and my partner have been in and out of UK since 2015. We have a joint account in tsb with balance maintained along with the Aviva insurance covering 4 year period approx.

Question is:

1. How sooner can I make an application for renewal!
2. Can I still apply for renewal of EEA (FM) OR wait till March 2019

Your suggestion and advice will be appreciated.
