am i eligible for 10 years route

I applied for EEA extended family visa in 2015 first time
which home office refused several times ask for more proves and i resubmit again and again now i completed 10 years
I dont know i am eligible for that or not
Because on my first application HO give me right of appeal as i was waiting for appeal date they write that they cant hear my appeal ... put new application instead.
I know my 3c leave is broken
Due to multiple applications
But its due to home office mistake as thay refuse to proceed my appeal at that time and then thay write to apologise and ask.for resubmitting my apliction.
Also is my eea family member application is still with home office i can go for judicial review if they refused ... what should i do ?

I think the continuation of 10 years of long residence for getting ILR has been broken.

to fight my case in JR in European case or fighting in appeal after refusal in 10 years application.

What was the exact reason for refusal?

What is your relationship with the EU sponsor?

What is the EU sponsor doing in the UK to exercise treaty rights as a qualified person?

What is your full UK immigration history?

they said that they are not satisfied from my proof of dependency within the country,
proof of dependancy before coming to uk they cant verify due to some reason ,
my aunt my uncles wife put money into my account and sponser is my uncle so they said you are dependent to some one else as well , also i was in uk from 2009 and i apply for dependent visa in 2015 my uncle moved to uk in 2015 so HO said me and my sponser not entered in uk togeather , also they said your and your sponser boths name was in house contract and on concil tax bills .
before this they said relation is not geniune so i submitt dna report and then they accept relationship after refusing twice .
my sponser is my uncle
he is doing jobs since 2015
first in resturant manager and then in customer services in IT company ,
i came in uk 2009 as student from 2009 till 2014 on student visa
2014 dec my college was revoked and than i apply for this visa.

I have the same situation but me and my uncle came in uk same year and same week
