Yes as Zimba said you are eligible for applying ILR. That is not true. The UKVI can ask him to show that he did not break the conditions of his stay for example always had access to his money and never worked in capacity of an employee but no need to have fulfilled the Tier 1E requirements like job creation or even investment.
