Child's 1st British passport

I am Polish national who have applied for a child’s first British passport and the case is still ongoing.
We have submitted all supporting documents (p60s, payslips, employments letters, statments letter from tax office, DWP letter) for 5 years period that I was Exercising Treaty Rights between 2004- 2011 yrs. And this week I have received another unexpected letter from Passport office saying that “ I need to provide additional evidences as my tax period 2006/2007 had shown a low income. I had already sent then DWP letter stated that I have not been dependent on public funds and never claimed benefits. So I have been requested by HMPO to show bank statments for that period 2006/2007 however when I approached the bank I was told that they not archive documents over 10years as I requesting statments over 13 years old.
Can anyone advise me on this case please? As my child’s passport case been going over 2 month now
