Renewal overseas British passport's referees

After regards
I would be very pleased if I found the answer in here as always you are number 1 to give a good advice:)

How would someone renew his passport if he live outside UK and he doesn't know anyone as acceptable referee in UK ? He lives in middle east in Tunisia and he have British citizenship but his passport expired who can sign for him ? If he doesn't know anyone at all in UK ?

An adult passport renewal does NOT require countersigning or referees. That is ONLY for the first passport

Thank you Zimba for your kindly reply really appreciated x but can you advise me what about his child passport. his child 13 years old and have British nationality and his passport expired aswell who can sign for him as referee? Thank you x

The link I posted clearly says only the FIRST child passport requires a countersignatory

Thank you zimba and yes it's not the first passport for his child it's the second one and he is 13 years old when he applied for renewal the passport office refused his application and this was their answer

RE: PASSPORT APPLICATION FOR MR x x
Thank you for your recent passport application. Unfortunately, we need a new countersignatory to
complete section 10 of your form, because:
- the person who signed section 10 does not meet the criteria to provide a countersignature.
You must complete the enclosed form in full and return it to us. All passport applications become
our official records, when filling out section 3, you can leave the passport number blank if you can't
remember it
Section 10 must be filled in by someone who meets the required criteria.
The countersignatory must:
- be a professional or retired professional for example, bank or building society officials, civil
servants, police officers, ministers of religion or a person with professional qualifications such as
teachers, accountants, engineers, or solicitors.
- know the applicant personally for at least 2 years or if the application is for a child they must
know the adult making the application. (They must be able to recognise the person named on the
application form at section 2 from their photo.
The countersignatory must not:
- be related by birth or marriage
- be in a personal relationship with applicant
- live at the same address
- be employed by HM Passport Office
- only know you in a professional capacity, for example as a patient, client or customer.))

Please read the page I linked again:
You must get your paper form and one of your 2 print photos signed if you’re applying for a:

first adult passport
first child passport
replacement for a lost, stolen or damaged passport
renewal of a passport for a child aged 11 or under
renewal of a passport if your appearance has changed and you cannot be recognised from your existing passport
