your uk visa has been concluded

Hello guys , Actually on 11-02-2020 i Applied for Uk tourism Visa , For me and for my family , to visiting the Uk in month of Ramadan cause uae is almost close in those days by the way today i got an email from British Embassy witch is located in Abu dhabi , that was written your uk visa has been (concluded)
And many sites witch i searched they are written that the word of concluded is meaning of that they refused my visa and for whom is approve they are using in the email only the word of issued is it true ?
Kindly if any one knows inform me that ,
And how many days it will take time to i collect my travel document after this process From VFS .
