Tier-1 to ILR

It is stated that you need to be 5 years on Tier-1 visa before you can become eligible for ILR
Does the individula need to SPEND 5 years in UK to become eligible ? or does he only need to hold the valid visa for 5 years ? like during the 5 years he/she works 2 years in UK and 3 years in home country but holds the valis tier1 all the time?

Of course he has to be in the UK. There is no way he is eligible for ILR.

Go read the guidance for ILR, clearly you are going to ask piecemeal questions and you don't dole out enough info for much of analysis
