The earliest your wife can submit her FLR(M) application is 28 days before reaching 5 years of residence from the date she first arrived in the UK. She can however, apply anytime from completing the 5 years but before the expiry date on her current visa.
(Casa, not CR001)

From my calculations, you wife entered the UK closer to 3 months after her visa was issued. Your wife can apply in August. You don't want to apply too early, and have a shortfall at a later date and struggle to complete the 5 years.

Anytime in August is fine.

2.5 years in this case.

thank you for your advice..yes this was my concern the visa was issued 18/11/20 but uk entry was on
8-02-21 and visa expires 18-8-23
. there was delay in giving us passport by the FedEx office that time so was the delay coming to uk.

as you said better to wait and apply in august should be ok? to avoid any shortfall in 5 years route thanks

Which test did she do initially, A1 English?

If yes, she needs a minimum of A2 for an extension and can do B1 as B1 can be used for ilr etc later on.

A letter from relative(s) or friend(s) confirming i or my partner lived with them for some or all of the 2 years.

i am confused it says (lived with them) it has to be friend or relative we live with or it can be other relatives not living with us ..
and can we provide one or more references please guide thanks

Have you provided cohabitation evidence for last 2years?
Are you living with or did lived with family or friends before where you weren't paying rent or not having bills in your name or any letters?

i would like to add

Thank you for your question! Just to clarify, yes, I have indeed provided cohabitation evidence for the past 2 years. Currently, I am living with my brother's family all under one roof. Throughout this cohabitation period, I've consistently contributed to the bills and had bills under my name as well. If you have any more questions, feel free to ask

So get the letter from your brother. That shouldn't be difficult right? If you lived in your own house, in addition to all the utility bills, you'd still need to attach a mortgage statement.
If you lived in a rented house/apt., also in addition, you'd need to also attach rental agreement.
What you've been asked to provide isn't unusual in any shape or form.
