Query:Letter from Employer

Please guide me whether letter from employer stating Gross & Net income be addressed to

"The Assessing Officer,
UK British High Commission
Pakistan"

Or it should be a normal certificate like

"TO WHOM IT MAY CONCERN"

"To whom it may concern" may be more generalistic, if your company is ready to issue it, please go ahead with the same.
