Good Evening,My Partner got refused a B1 visa in Ghana in 1998 before she travelled to the UK.She has got her citizenship and wantvyo apply for ESTA.Since it says to report a recent refusal.Does she has to report
a 26 years old refusal in Ghana?

26years ago is not recent so doesn't fit the question asked on the ESTA application.
