British citizen wanting to settle in France

hope you are well.

one of my friend who is a British citizen wants to settle in France as his girl friend is French. He also has plans to set up a business there long term, but for now wants to work for a company there.

He also also worked briefly (3 months) in 2019 before Brexit agreement, but has payslips.

In this context, does anyone know which visa type he must apply for? VLS-TS? and what would be the procedure for such application pls - can that be done in France as he is already in France (temporary visit as UK citizen for now which he wants to convert to long residency).
