Dual citizenship Irish and British and eu treaty rights

Mr Joe Bloggs was born in Northern Ireland and always lived there. He is 26 yrs old. His mother and father were also born and lived in Northern ireland. Its clear that Mr Joe Bloggs is a British Citizen and also an Irish citizen and entitled to get both passports if he so wishes. Until now he only has his british passport and never has applied for an irish one. Now my question is, Can mr Joe bloggs' non eu wife join him in northern ireland, as a spouse of an eea citizen. ie mr Joe bloggs producing his Irish passport on Uk territory and claim to excercise his treaty rights.
