Ban on advertising jobs overseas? How is this going to work

How is this going to work? How can they stop people from advertising overseas for jobs? Are they trying to do away with "shortage category" jobs and have on the points system the same number of points for all jobs and require that ALL jobs have to be advertised. That seems likely. How do you think this will play out.
