Changing from a visa Sitker to Identity card

Hello everyone,
I wonder if anyone knows details on getting a card. I am a work permit hlder and my wife is on a five year dependant visa.
I wonder if I could change her sticker to a plastic identity card. I think it is much easier.

Not yet.They're only issuing cards to new applicants and in certain categories.
