planning Tier1 while Tier2 application already with HO.

Hi there

I have a complex scenario, if anybody can guide me would be v helpful.
Actually, my current employer has applied for my WP extension and application is already with home office. Now due to new changing rules I wish to apply of Tier1 before 30 March 09. Now here are the problems I need solution to :
1. My passport is with HO - I have read in Application guidance that you can apply without Passport in certain circumstances. Where I require national identity document. Is Indian driving License a valid document to show up age proof.

2. my tier2 is in progress, so will tier1 application stop tier2 stamping in progress ?? , or tier1 progress will start after tier2 process is complete ?? if I got tier1 refused so will I have tier2 extended in my hand or it will be already void due to Tier 1 appln??
