CoA time scale after submitting EEA2

Hi to all, hoping you can help me, I posted my long term non eu partners EEA2 form on the 18 of march 09, my question is what is the time scale to recieve the CoA, certificate of approval?

If things go well, yes. But people have been waiting up to 3 months recently.

Hopefully I will be one of the lucky one's, I am british just returned to uk after a very long absence with my partner of 8 years, a non eea but legally resident in another eea member state. I am working and he needs to work and to contribute.
