Service standards for Visa processing

I have seen a number of people here who have applied and are waiting for a reply for more than 6-8 weeks (2 months+).

When HO charges us such exorbitant fees, shouldn's there be some kind of service standards followed.
Shouldnt they process the documents within stipulated time.

I mean if they are under pressure and workload then they should hire few more case workers..
this will also help the economy and generate employment.
