this might sound silly

when is says "without any help from public funds"

is this meaning:

1. government assisted programs, eg. welfare, foodstamps

or

2. money received by means of work


because i'm thinking welfare and such are public funds and yet, money for work is a public tender, so...

By public funds, they mean welfare-type assistance. What types of assistance are available and what they are called are different than in the US, but along similar lines. Also, to clarify, even if your visa states "no recourse to public funds", you are still eligible to use the NHS, provided you are in the UK in a capacity other than visitor or student of less than 6 months, if I remember correctly.

Child Benefit is a typical govt fund, currently, if your child is under 16, you get £20/week until he/she gets 16.
That is per child.

You will not have access to this if your Visa says "No recourse to public Funds"
